It's early morning as the herdsmen are setting out on their way with the droves of swine while Eumaios and Odysseus are preparing breakfast, though after another night of storytelling and drinking wine, it probably wouldn't have been at the crack of dawn. If we assume Telemachos left the nearest shore at first light, say around 6:30 hrs, he would've arrived at the latest at 8:30, an hour after sunrise on December 18th.

We paused at the bus stop, which would've been an odd thing for Telemachos to do, so while the trip took us about two hours (stop not included) and what with Telemachos being just the slightest bit younger and fitter, we can presume it would've taken him less time. Homer doesn't specify when Telemachos starts his trip, but he does describe when he arrives:
Odysseus and the pig herder had started a fire and at dawn were making ready their breakfast. They had sent forth the herdsman with the droves of swine, but the baying hounds fawned around Telemachos and did not bark as he drew near.
This picture clearly shows that Eumaios' hut is located squarely between Korax and Arethousa, which is the area where Eumaios' pigs are said to dwell:
